In a video message, New York City Mayor Eric Adams promised residents that authorities will soon capture the gunman on the loose.
"We will not allow New Yorkers to be terrorised, even by a single individual," he said. "We will find him."
Adams is currently in isolation after testing positive for Covid-19.
He said the suspect had "detonated smoke bombs to cause havoc" but reiterated that there are no live explosive devices currently at the scene.

The suspect remains on the loose and may be dangerous, New York Governor Kathy Hochul says. She warned New Yorkers to stay vigilant. "Ordinary New Yorkers woke up in anticipation of a relatively normal day," she said. "That sense of tranquility and normal was brutally disrupted." Governor Hochul also said she will devote "the full resources of our state" to fighting crime in the city. "This insanity that is seizing our city has to stop," she told reporters at the NYPD news conference. "We say no more. No more mass shootings. No more disrupting lives."

At least 10 Brooklyn subway riders were shot Tuesday by a man wearing a gas mask and a green construction vest who tossed a smoke canister in the train car to distract the rush hour crowd before opening fire, officials and law enforcement sources said.
Another 19 or so straphangers were hurt in the chaos that followed the shooting aboard the Manhattan-bound N train at the 36th Street and Fourth Avenue station in Sunset Park around 8:30 a.m. The gunman was still on the loose seven hours later.
One source close to the investigation says his gun may have jammed, potentially preventing further loss of life. A weapon was recovered at the scene, as was a bag with smoke canisters and fireworks, lending further credence to the theory of a premeditated attack on New York City transit riders, sources and officials say.
A senior law enforcement official says authorities have an image of the man they believe is the suspect and are working to identify him. They're also looking for a U-Haul van with Arizona plates that may be linked to the suspect. Here's what we know.

The gunman in today’s attack on a Brooklyn subway remains at large, but New York police announced that they have a person of interest. Authorities said they’re looking for Frank James, 62, to determine his connection to the incident. James rented a U-Haul van in Philadelphia that police believe is connected with the shooting.
Authorities painted a clearer picture of what occurred this morning: a man tossed two smoke grenades on the floor of a subway train and then fired what appeared to be a Glock 9mm handgun at least 33 times. Ten people were shot in the incident, seven men and three women, and 13 people suffered injuries related to smoke, falling or panic attacks, officials said. Police recovered a 9mm semi-automatic handgun and extended magazines, a hatchet, a black garbage can, detonated and undetonated smoke grenades and a key to a U-Haul van at the scene. Authorities have located the van, which will be examined by a bomb squad. New York City’s mayor, Eric Adams, said the US needs action at all levels of government, and a change in gun laws, to stop gun violence like the city witnessed today. “This rage, this violence, these guns, these relentless shootings are an American problem,” he said.
The city will double the number of transit officers in the New York subway system in response to the attack, Adams announced, while telling New Yorkers that the system is safe. The mayor also said the city would implement “new technology”, seemingly referring to controversial facial recognition technology. Surveillance video in the station where the subway attack took place was not working due to a “glitch”.
Joe Biden said that he has been in communication with Adams today. Biden praised the first responders and civilians who helped the injured and said: “We’re not letting up until we find the perpetrator.”

It has been more than 24 hours since the subway mass shooting in Sunset Park, Brooklyn turned a morning commute into chaos, and police are still looking for the man responsible.
Mayor Eric Adams says they are now calling Frank James a suspect, instead of just a person of interest, and police released new pictures of him.
Police sources tell CBS2 the suspect unloaded 33 rounds from a gun that he bought from a pawn shop in Ohio more than 10 years ago.
