LUXEMBOURG (Reuters) - The European Union (EU) held a meeting in Luxembourg on the 22nd and indicated that it would urgently consider measures to strengthen Ukraine's air defense. However, it was not possible to commit to providing Ukraine with the U.S.-made Patriot surface-to-air missile, which it needs most.
After the meeting, High Representative for Diplomacy and Security Borrell, who is the European Union's foreign minister, said that he was trying to gain the understanding of all member states about the need to strengthen support for Ukraine. "It's not in Brussels (where the EU headquarters are located). The decision will be up to each country."
So far, Germany is the only EU member state to announce additional Patriot aid to Ukraine.

Ukraine's Foreign Minister Kuleba announced on the 23rd that consular services will be suspended for men of draft age living abroad. Ukraine is facing a serious shortage of soldiers on the front lines as it is being invaded by Russia, and the aim is to encourage them to return home to secure their fighting strength.

This month, President Zelenskiy has signed a bill that lowers the minimum age for military conscription from 27 to 25, as well as an amendment bill that tightens conscription rules.
In a post on Twitter, Mr. Kuleba pointed out that ``Citizens living abroad are not freed from their obligations to their homeland,'' adding, ``Citizens living abroad are not concerned about the survival of their homeland and still receive services from their country.'' "That's not going to happen. Our country is at war."
