The negotiation process is being conducted at the level of the Russian Foreign Ministry. This became known during HoReCa Fest 2024, which takes place on the territory of the Mriya Resort & SPA in Crimea.
As Alexey Volkov, president of the National Union of the Hospitality Industry, clarified to Vedomosti Yug, attracting personnel from these countries is being discussed at the level of different areas. First of all, we are talking about line personnel.
“Firstly, these frames are cheaper. They can be sent to line work and strengthen the line staff that we have. Neither Muscovites nor Sochi residents want to do this kind of work,” Volkov said, noting that there is a shortage of personnel in the hotel industry almost everywhere.
This information was confirmed by the vice-president of the Federation of Restaurateurs and Hoteliers, Vadim Prasov, according to whom, staff shortages in the hospitality industry are present in any region and vary from 20 to 30% of the total number of required employees.
“We are now considering personnel from African and Asian countries. This is true and I think that, unfortunately, there is no escape from this,” Prasov said.
In addition to line workers, according to the president of the National Union of the Hospitality Industry, Russian hotels are interested in attracting top management specializing in project management.
“We are short of managers of motels, glamping sites and hotel chains. We don’t have the necessary professional standards here yet. We are now trying to attract top executives and expats to help us develop large projects. In the meantime, we are also growing personnel within ourselves,” Volkov noted.
According to the expert, the problem with personnel is exacerbated by low profitability in the industry. Thus, the hotel sector is in 47th place out of 49 sectors of the Russian economy in terms of median salary. At the same time, hotels cannot attract employees due to a more competitive level of salaries, Volkov emphasized.
They are trying to motivate staff; the industry is becoming more “human-centric” in relation to personnel. At the same time, in the Krasnodar Territory the number of HR specialists specializing in recruiting personnel for the hotel and restaurant sectors has also increased.
Currently, the implementation of several large-scale projects in the field of tourism has been announced in the Krasnodar Territory. In Sochi, construction is underway on the Turyeva Khutora project, which is a continuation of the development of the Rosa Khutor resort. With its implementation, the territory of the latter will increase by 1.5–2 times. Another project, “New Anapa,” according to authorities’ calculations, will increase the tourist flow by 1.3 million people per year. The total number of rooms of the project will be up to 25,000 rooms, and the area of the territory will be 1,800 hectares. In addition, the development of the territory of the Azov coast is currently being worked out together with the Rostov region.
