ABC News revealed new facts through interviews with local SWAT teams.
The SWAT team is supposed to receive an in-person briefing from the Secret Service whenever the Secret Service is on the scene, but that wasn't the case at the rally where the Trump shooting occurred.

"We were starting to think something was wrong because this had never happened before," said Jason Woods, lead sniper for the Beaver County, Pennsylvania, SWAT team.
According to Woods, the first time he communicated with the Secret Service was after the shooting. This means that there was no prior consultation between local police organizations and the Secret Service prior to Trump's rally.
