KYIV, Ukraine (AP) — Germany joined the United States on Friday in authorizing Ukraine to hit some targets on Russian soil with the long-range weapons they are supplying — a significant policy change that comes as depleted Ukrainian troops are losing ground in the war.
Ukrainian officials have expressed frustration over restrictions on the use of Western weapons — especially as the border region of Kharkiv has endured a Russian onslaught this month that has stretched Kyiv’s outgunned and outmanned forces.
Both Germany and the U.S. specifically authorized the use of weapons to defend Kharkiv, whose capital city of the same name lies only 20 kilometers (12 miles) from Russia. Russian ballistic missiles slammed into an apartment building in the city overnight, Ukrainian officials said, killing at least six people.
Beyond offering Ukraine a chance of better protecting Kharkiv by targeting Russian capabilities in the region, it’s not clear what effect the easing of restrictions might have on the direction of the conflict in what is proving to be a critical period. But it drew a furious response from Moscow and warnings it could draw Russia into war with NATO.

President Zelenskiy of Ukraine, which has been invaded by Russia, held a press conference in Singapore on the sidelines of the Asian Security Conference (commonly known as the Shangri-La Summit), and announced that he will be attending the "Peace Summit" aimed at promoting peace to be held in Switzerland in the middle of this month. Fighters from Chechen leader Ramzan Kadyrov’s Akhmat military unit have been deployed to northeastern Ukraine’s Kharkiv region amid Russia’s recent offensive, the unit’s commander Apti Alaudinov said Monday.
“The fighters have been transferred to different sites along the entire line of contact that had to be covered up,” the state-run news agency TASS quoted Major General Alaudinov as saying in southwestern Russia’s Belgorod region near the Ukrainian border.
Moscow launched a new land offensive in early May around the Kharkiv region, with Defense Minister Andrei Belousov saying Friday that Russian forces have pushed Ukrainian forces around 8-9 kilometers back.
Ukraine’s military said last week Russia was continuing to send additional regiments and brigades from other areas to bulk up its troops in northern Kharkiv.
“It’s very pleasant and flattering that we were transferred to these key sites,” TASS quoted Alaudinov as saying, adding that Akhmat troops are “also performing assault attacks.”

It comes nine months after a separate report by CNN said that Ukrainian special forces were likely behind drone strikes and a ground operation against a Russian mercenary militia in Sudan where a civil war is raging.
Newsweek has contacted the GUR, and foreign ministries of Russia and Syria, as well as the government of Sudan for comment on the claims by the media outlets which raise the prospect that the consequences of Vladimir Putin's invasion have spread far beyond Ukraine.
In a report on Monday, the English-language Kyiv Post said it had obtained video from Ukraine's military intelligence directorate (GUR) filmed in March that shows its special forces working with Syrian rebels attacking Russian mercenaries fighting alongside the troops of President Bashar al-Assad, a Putin ally.
