Former Ukrainian MP Illya Kyva has been assassinated in Russia by Ukraine's SBU security service, law enforcement sources have told BBC Ukraine. "The criminal was liquidated by using small arms," the sources said. His body was found outside the capital Moscow, Russian investigators said. Earlier this year, Kyva was given a 14-year jail sentence for high treason and calling publicly for the occupation of Ukraine. He had already fled Ukraine and was convicted in absentia. Several Ukrainian media outlets also quoted their sources as saying the SBU was behind the assassination of the former lawmaker, who was 46. "Yes, we can confirm Kyva is no more. This fate will befall other traitors of Ukraine and puppets of Putin's regime," Andriy Yusov, spokesman for Ukraine's military intelligence, told Ukrainian TV. Russia's SK state investigative committee said preliminary information indicated Kyva was shot dead in the village of Suponevo, to the west of Moscow. A criminal investigation is now under way. Kyva had campaigned unsuccessfully for Ukraine's presidency in 2019 and left the country only a month before Russia launched its full-scale invasion in February 2022. He had been a regular participant in propaganda TV shows on Russia's state-run media. He had also reportedly been planning to seek political asylum in Russia. In a separate development, Russian-backed politician Oleg Popov was killed in a car bombing in Ukraine's eastern Luhansk city on Wednesday, local officials said. Most of the Luhansk region has been seized by Russia. Ukraine has not commented on that attack. His death came a few weeks after fellow Luhansk region lawmaker Mikhail Filiponenko was killed in a similar attack that was claimed by Kyiv. Since the Russian invasion, the SBU and military intelligence have claimed a number of successful operations against high-value targets in the country's occupied regions as well as in Russia itself. Russia's bridge linking occupied Crimea to Russia has been targeted several times, causing substantial damage. Illia Kyva, a former deputy in Ukraine’s parliament, the Verkhovna Rada, was found dead in the Moscow region’s Odintsovsky district, reports Russian state news media RIA Novosti, citing emergency services. Kyva was 46 years old.
The TV channel REN was the first to report his death. The Telegram channels Mash and VCHK-OGPU also reported his death. This information has not been officially confirmed.
The circumstances and causes of Ilya Kiva’s death are still unknown.
Before Russia’s full-scale invasion of Ukraine, Illia Kyva advocated for Russia and Ukraine to unite. He also supported Russian President Vladimir Putin and said that “the Ukrainian people need liberation.” In March 2022, the Verkhovna Rada stripped Kyva of his parliamentary mandate. Ukraine’s main intelligence agency on Monday released images and video purportedly from the scene of the assassination of a former Ukrainian lawmaker who had defected to Russia.
Ilya Kiva, 46, was found shot dead outside Moscow last week, with multiple reports from anonymous Ukrainian sources suggesting that Kyiv had been behind the attack. On Monday, Ukraine’s state news agency Ukrinform published images seemingly captured before and after the attack—with one allegedly showing Kiva’s body.
Kiva, who had been a pro-Russia member of the Ukrainian parliament between 2019 and 2022, fled to Russia shortly before the full-scale invasion of Ukraine began. In Russia, he regularly criticized Ukrainian authorities on state television and called for Ukraine to surrender. A Kyiv court in November convicted Kiva of high treason and attempting to overthrow the government, sentencing him in absentia to 14 years in prison.
On Dec. 6, Russian investigators said Kiva had been found dead in the park of a gated community in the Moscow suburb of Odintsovo. “an unknown person fired shots at the victim from an unidentified weapon,” Russian authorities said in a statement, adding that Kiva “died on the spot from his injuries.”
In the images released on Monday—reportedly by the Security Service of Ukraine (SBU)—one allegedly shows Kiva lying face down in blood-stained snow. Another photo showed a knife, pistol, and binoculars at what Ukrinform described as the “assassination team’s observation post.” A video released along with the photographs shows the observation post in more detail and captures footage of a man walking in the distance—though it’s not clear if the man is Kiva. The state news agency report said Kiva’s daily movements, routines, and habits had been studied in detail before the hit was carried out.
“This is a signal to all traitors and war criminals who have flipped to the enemy side,” an SBU source said. “Remember: Russia will not protect you. As Vasyl Maliuk, head of the SBU, said earlier, death is the only prospect that awaits the enemies of Ukraine.”
The SBU also released an official statement on Monday, saying it “conducts many successful special operations, including those that bring deserved punishment to war criminals and enemies of Ukraine.”
